At their plenary assembly in November 1991, the National Conference of Catholic Bishops approved a motion which affected the observance of Holy Days of Obligation. The Decree of Promulgation read as follows: “In addition to Sunday, the days to be observed as holy days of obligation in the Latin Rite diocese of the United States of America, in conformity with canon 1246, are:
January 1st, the Solemnity of Mary Mother of God;
Thursday of the sixth week of Easter, the Solemnity of the Ascension; (in the majority of the U.S. diocese including Los Angeles, this feast is transferred to the following Sunday).
August 15th, the Solemnity of the Assumption of the Blessed Virgin Mary;
November 1st, the Solemnity of ALL Saints;
December 8th, the solemnity of the Immaculate Conception, Patroness of the United States of America;
December 25th, Solemnity of the Nativity of Our Lord Jesus Christ."
In addition the bishops approved a motion that whenever January 1st, the Solemnity of Mary of God; August 15th, the Solemnity of the Assumption of the Blessed Virgin Mary; November 1st, the Solemnity of All Saints, falls on Saturday or on a Monday the precept to attend Mass is abrogated.
